Tip: Personally Known

If a signing doesn't have ID, but you know them fairly well, you can claim that the signer is personally known to you. You should have met the signer many times before in conjunction with others to claim that you know them, and you should know their full name without having to ask also. Make sure to document in your journal that the signer is personally known to you.
