A. No, the notary is responsible for the safekeeping of the journal. However, the employer has the right to inspect the journal entries relevent to their business. So, the notary must let the employer inspect the journal, but only if the notary is physically there and watching. After the inspection, the journal and seal must be kept under lock and key.
