There is an Electronic Commerce bill enacted by the Florida Legislature, SB 1334. This bill 
requires that a first time applicant for a notary commission must submit proof that the 
applicant has, within one year prior to the application, completed at least three hours of 
interactive or classroom instruction, including electronic notarization, and covering the 
duties of the notary public. Courses that satisfy this section may be offered by any public 
or private sector person or entity registered with the Executive Office of the Governor and 
must include a core curriculum approved by that office.

What you learn in your seminar is important.  The seminar is not merely something you get 
through, because you are responsible for the knowledge imparted during that class for the 
rest of your commission. Its best to keep notes and a handbook or Florida notary law primer 
with you at all times in case you have questions.  You might be at a notarization and be 
offered an ID that you are not sure if you can accept. The law primer will tell you, but it 
doesn't help unless its on hand with you.
